Anybody know what I can expect as a clearance for a flight from OXC to
PHL? How about the return?

Going out you may very well get cleared as filed. Coming back you can
count on Allentown, then north up to the Kingston VOR, then perhaps
Carmel and Bridgeport.

A ground delay of 45 minutes to an hour, probably. :)
Based on my personal experiences as both a pilot of my GA aircraft and
as a passenger through USAirways' new major hub, I have learned to avoid
Philadelphia International at all costs.
Any reason you can't go to Wings (KLOM) or Northeast Philly (KNPE)
instead?
I don't have any advice about the actual route, but if you have to go
to PHL and you receive a long ground hold, change your destination with
clearance to one of the above airports. When you are about 40 nm out,
ask approach if you can change your destination to PHL. I didn't do
this and consequently I sat at Logan airport for almost 90 minutes this
past summer.
A flight instructor I know was also going to PHL that day. He used this
strategy and was able to depart his originating airport and get right in
to PHL.

I'll admit I haven't flown into PHL since 9/11 so maybe things are
different, but I flew in there several times in the late 90s and had
very good experiences. They mixed me in with no delay on both arrival
and depature.

I just pulled up the PHL airport diagram and it looks like they've
changed a lot since I was there last. My recollection is the Atlantic
Aviation was located west of 17/35 which is the runway that I believe I
was always given. It looks like terminal F displaced the FBO to a
location east of 17/35 and it appears that there is an entirely new
runway near the FBO now. At least I don't remember it being there last
time I flew in, which was probably 1999 or early 2000.

I think the head-aches at Philly are caused by USAirways restructuring
their routes and de-emphasizing their hub at Pittsburgh. Because of
this, they seem to be adding more flights into and out of Philly.
There also seems to be a serious morale issue there. On my last
commercial flight through PHL, we literally waited at the gate in our
incoming ERJ for fifteen minutes while someone was located to operate
the jetway.

You know what I do? If I don't know what route I'll get and I want to know
ahead of time so I can make an advanced flight plan: I file an IFR flight
plan that I want and then phone in a few minutes later to get my clearance.
After I read it back I just say, "Oh wait...I'm just getting word the flight
is cancelled. I'm sorry please cancel my flight plan and take it out of the
system."

well, you could look at the TEC roiute for a clue.
Or you could call the OXC tower and ask what the normal clearance is
to PHL. I'm sure they would oblige.
